What
does the term ‘Learning
Disability’ mean? |
Learning
Disability has
been defined as
(DoH, 2001)
including the
presence of:
-
A
significantly
reduced
ability to
understand
new or
complex
information,
to learn new
skills
(impaired
intelligence);
-
A reduced
ability to
cope
independently
(impaired
social
functioning);
-
Which
started
before
adulthood,
with a
lasting
effect on
development.
The World
Health
Organisation
(ICD 10,
1992)
refined
Mental
retardation
(Learning
Disability)
as a
condition of
arrested or
incomplete
development
of mind,
which is
especially
characterised
by
impairment
of skills
manifested
during the
developmental
period
(before 18
years of
age) which
contributes
towards
overall
development
of
intelligence,
i.e.
cognitive,
language,
motor and
social
abilities.
Adaptive
behaviour is
always
impaired
though may
not always
be obvious.
(ICD10 WHO
1992)
Approximately
2% of the
population
in the UK
have a
learning
disability.
An
assessment
of social
functioning
and
communication
skills
should also
be taken
into account
when
determining
need.
Both the
Learning
Disability
Service's
‘Adult’ and
‘Child and
Parent’
Teams
accepts
referrals or
enquiries
from anyone,
(including;
carers and
people with
learning
disabilities).
